Romania's Business Services Sector Achieves Remarkable Growth
Romania's business services sector made a significant contribution to the local economy, generating a gross value added of 35.5 billion euros last year. This impressive figure accounts for approximately 10% of the total gross value added of the economy, highlighting the sector's vital role in the nation's financial landscape.
The study, conducted by Deloitte for the Association of Business Service Leaders Romania (ABSL), titled 'Business Services Comparative Analysis 2025', reveals that there are over 280,000 professionals employed in this thriving industry. This sector not only showcases Romania's strong foreign language capabilities but also employs 15.2% of the highly educated workforce in the country.
Romania's labor force consists of approximately 8.3 million people, positioning the country as a competitive player in the European market. While Poland has a larger labor force, Romania ranks second in Central and Eastern Europe for the number of graduates and the size of its highly educated workforce, further enhancing its appeal to international businesses.
In terms of labor productivity, Romania scores 52.1, surpassing Poland's 48.8 and Slovakia's 47.6. The country also boasts a favorable employment cost structure, making it one of the most competitive locations in Europe, although Bulgaria currently has lower employment costs.
With a network of ten cities housing over 200,000 inhabitants, Romania stands second in Europe after Poland for such urban centers. Cities like Cluj-Napoca, Iasi, Timisoara, Brasov, Sibiu, Oradea, and Constanta offer attractive conditions for investment and business development.
The local business services sector is on an upward trajectory, recording a 9.9% increase in its share of the economy's total gross value added in 2025. According to the study, Romania is expected to rank sixth in total employment costs among analyzed countries by 2030, as it continues to strengthen its position in the global market.
Deloitte's analysis covers not only Romania but also compares ten European countries and three Asian markets, focusing on key indicators such as labor availability, operating costs, productivity, inflation, and the real estate market. As a leading consultancy that serves nearly 90% of the Fortune Global 500, Deloitte's insights underscore the potential and growth of Romania's business services sector.
