Romania recently hosted a pivotal study visit from June 29 to July 3, 2026, as part of the European RISC project aimed at establishing the country's first Multi-Functional Police-Customs Cooperation Center.

The Romanian Customs Authority (AVR) announced the organization of this study visit, which was coordinated by the Romanian General Inspectorate of Police in partnership with AVR. This event gathered 25 representatives from various institutions involved in the project's implementation, including 14 delegates from partner institutions in Germany and Bulgaria.

The AVR was represented by customs inspectors with responsibilities in customs supervision, control, and risk analysis. The main objective of the RISC project is to create a Joint Police-Customs Cooperation Center designed to enhance inter-institutional and operational cooperation.

The participating institutions from the member states are actively engaged in the project to improve their capacity to prevent, identify, investigate, and combat transnational organized crime. The study visit included working sessions and exchanges of best practices, showcasing the commitment of all involved parties.

Documentary visits were conducted at key locations such as the Southeast European Law Enforcement Center (SELEC), the International Police Cooperation Center, and various customs offices including Constanța, Otopeni, and Giurgiu. These visits aimed to facilitate the operational exchange of information between the two authorities.

The establishment of this center will enable joint risk analysis and effective coordination of actions to prevent and combat cross-border crime. The successful execution of this study visit marks an important milestone in implementing the RISC project and contributes to increasing the efficiency of efforts against transnational crime.

Moreover, this initiative plays a crucial role in strengthening the security of the European Union's external borders, ensuring a safer environment for all member states.
