Luca Niculescu proposes a government focused on investment and job creation
Luca Niculescu, the designated Prime Minister of Romania, has introduced a government plan aimed at attracting investments and creating jobs. In a recent message delivered to a joint session of Parliament on October 20, 2026, he emphasized that Romania cannot afford to waste any more time, particularly after enduring over five months of political interim.
During his address, Niculescu highlighted the tangible effects of political stagnation on the Romanian economy, including increased utility bills, halted construction projects, and job insecurity. He asserted that Romania is in urgent need of a point of equilibrium to navigate its budgetary and developmental crises effectively.
The proposed government aims to stimulate economic growth by implementing significant investments that will develop local suppliers. Niculescu noted that almost 1 leu out of every 10 the state collects goes toward interest payments, underscoring the need for a sustainable financial strategy. To support this, he assured that any permanent expenditure would only be approved with a permanent source of funding.
In his plan, Niculescu committed to continuing the consolidation of public finances and respecting commitments to reduce the deficit. He also announced that pensions would be indexed starting in 2027, with targeted support for those receiving low pensions.
To boost Romania’s economic standing, Niculescu's government will maintain the unified tax rate and eliminate the minimum tax on revenue. Furthermore, projects exceeding 100 million euros will receive direct coordination from the Prime Minister's Office.
In terms of energy advancements, a national energy pact spanning ten years is proposed, with nearly 6,000 megawatts of new capacity expected to be integrated into the system by the end of next year. Additionally, natural gas from the Neptun Deep project is slated to enter the market in 2027.
The modernization of the National Agency for Fiscal Administration (ANAF) and customs will also take place based on performance criteria. Moreover, the launch of a national digital identity wallet is set to enhance administrative efficiency and accessibility for citizens.
As Romania embarks on this new journey, Niculescu aims to strengthen not only the national economy but also contribute to the overall stability of Europe.
